Born 16 April 1963 in Rovenskaya Sloboda Village, Rechitsa Region, Gomel Province.

Graduated from Vitebsk Veterinary Institute (Veterinarian).

Army Reserve Major General.

Merited Worker of Agriculture of the Republic of Belarus.

Laureate of the Prize of the Federation of the Trade Unions of Belarus in the sphere of Labour, Science and Technology.

Chairman of Gomel Province Executive Committee.

Was elected member of the Council of the Republic of the National Assembly of the Republic of Belarus of the 3^rd and 4^th convocations.

Was elected member of Gomel Province Council of Deputies of the 23^rd, 24^th and 25^th convocations.

Mr Dvornik has the Honorary Mention of the President of the Republic of Belarus.

Awarded the Order of Honour, the Jubilee Medals “65 Years of Victory in the Great Patriotic War 1941 — 1945”, “65 Years of Liberation of the Republic of Belarus from Nazi Invaders”, a Certificate of Honour of the National Assembly of the Republic of Belarus, a Certificate of Honour of the Council of Ministers of the Republic of Belarus, the 3^rd Class Order of Venerable Seraphim of Sarov of the Russian Orthodox Church.
